Carol GarciaMayor Carol Garcia was appointed to the Roseville City Council on January 10, 2007 to fill the vacancy left by the election of former Mayor Rocky Rockholm to the Placer County Board of Supervisors.

At the time of her appointment, Carol was on the Roseville Public Utilities Commission (PUC), serving since her appointment by the Council in October 2005, and the Blue Ribbon Corporate Center as the PUC representative. She was a charter member and served two full terms, from 1994 to 2002, on the Roseville Grants Advisory Commission. Mayor Garcia also served the City on several Ad Hoc Committees including the Community Standards and Visioning Committee and the BEST Homes Committee.

Carol is currently Senior Vice President and Marketing Director for Community 1st Bank . She has 35 years of community banking experience. In 2008, she was recognized by Nabisco as one of the country's "100 Extraordinary Women."

Mayor Garcia's community involvement exemplifies her commitment to her hometown, its residents and the business community. Carol has served on the Sutter Roseville Medical Center Foundation Board and is Founder and Chair of the Placer Breast Cancer Endowment. She was the 1999 President of the Roseville Chamber of Commerce, and has served as President of the Child Abuse Prevention Council of Placer County and the Rotary Club of Roseville.

Garcia's dedication has earned her accolades from many organizations. She is the recipient of the 1997 Athena Award presented annually to one businesswoman by the Roseville Chamber of Commerce. She has also been the Roseville Chamber of Commerce Volunteer of the Year three times - in 1995, 1996 and 2003. She was recognized as First Lady of the Year for Beta Sigma Phi Sacramento area Chapters and received the Outstanding Rotarian of the Year in 2003. The Kappa Alpha Psi Fraternity awarded Carol its Thomas Bradley Distinguished Citizen Award in 2013 and she also received the Heart of the Community Award in 2014 from the Placer County District Attorney’s office. In 2016, Carol was named a Woman of Distinction by the American Association of University Women--Roseville/South Placer Branch.

Mayor Garcia is a fifth generation Roseville resident and is the youngest of four daughters born to Frank and Barbara Chilton. She is a graduate of Roseville High School and Sierra College and received her Bachelor of Arts degree from California State University, Sacramento.

Carol resides in Roseville with her husband, Orlando. She has two adult daughters, Raeanne and Sherry. Mayor Garcia enjoys golf and spending time with her family.
