We are working hard to ensure park projects continue to move forward in a timely manner. Currently, several challenges have impacted progress.  These include a lack of supply of materials, labor shortages in manufacturing, delivery and construction delays, and higher costs for materials and installation far exceeding available budgets. 

The master plans show a long term vision for each park. To the extent that budget allows, our goal is to build as many of the planned amenities as possible. Based on funding limitations, some park features may be deferred to a time when additional funds can be secured to support construction of the deferred features.

Projects Under Construction

Campus Oaks Park (CO-64)

Update: 
Due to unforeseen circumstances, the skate track, BMX track and Parcour have been deferred to another phase of work, pending funding. The first phase will include two lighted pickle ball courts, a bike trail, a fenced off-leash dog park, open turf and restrooms.

Description:
This 8+ acre city-wide park is being constructed by BBC, LLC. on behalf of the City.

Park Name:
City Council approved the park name Roseville Soccer Complex on December 21, 2022.

Location: 2600 Westbrook Blvd., off of Westbrook Dr. and and Blue Oaks Blvd.

Description: Design and construct a multi-field lighted soccer complex with support facilities such as shaded picnic areas, restrooms, storage, maintenance yard, off-street parking spots and security lighting.

Universally accessible playground - Public Outreach:
On July 7, 2022 we held a second public workshop for the playground. 

An initial virtual public workshop was held on May 24, 2022 to share an concept design for the universally accessible playground to be located at the north end of the sports complex.  

Sports Complex - Public Outreach:
A virtual public workshop was held via Microsoft Teams on February 1, 2022 at 6:30 pm, where we shared an initial concept plan for the Sports Complex and sought feedback. Solaire Park (WB-50)

Update:
Many have asked about the park and why it's different. The plan was developed when construction costs were much lower. When relief in the escalating costs was nowhere on the immediate horizon and the remained budget was static, changes to our approach to the initial effort to build the park had to be made to match available funding. In November 2022, the City met with residents to share what changes were proposed and why. If you would like to view the meeting minutes please click here. The park as it is today took all available funds and includes a borrow in funds to be paid back over a five year period. The City will continue to seek additional funding and as it becomes available, will look to add more park features in the future.

Timeline:
Construction began August 2023 on the first phase of this park which includes an 18-hole disc golf course, large and small dog parks, paved off-street parking, a covered group picnic area and restroom. Completion is anticipated in Summer 2024, weather permitting.  A future phase will construct the bike trails and connections to surrounding neighborhoods.

Riego Creek Park (F-51)

Update:
A portion of the sidewalk along North Hayden will be closed on Monday, March 25th to work on the storm drain system.  The work has been scheduled during a school break to minimize impacts.  The sidewalk will be reopened by April 1st.  Signs will be posted on site notifying residents of the closure.  Alternative pedestrian routes are available along Crawford, Holt, and Pruett.

Construction began in August 2023 with completion anticipated in Summer/ Fall 2024, weather permitting.

The site is located in West Roseville/Fiddyment Farm, next to Riego Creek Elementary.  2800 North Hayden Parkway.

Historical Info:
When selecting what park amenities should be included in a specific park site, we look at balance and access of certain park amenities nearby, emerging trends, cost/budget and current demand.  Specific to tennis, this map demonstrates close access (five minutes or less away) of existing tennis facilities from F-51. While tennis is one type of park amenity, it demonstrates the need of a bigger perspective, balance and fair access. To view the map,  click here.

Crimson Ridge Park (Update)

Timeline:
Contract award is schedules for the May 1st Council Meeting. Start of construction is anticipated to follow shorty after.

Background:
The park opened in Spring 2023. An information meeting was held on October 17, 2023 at Blue Oaks Elementary School. 13 people were in attendance. The City shared a colored sketch that showed planned improvements to the park that included new grass, a shade shelter over the two existing picnic tables, a new sitting area/path and new planting areas. The planned improvements also include replacement of the irrigation water mainline with a larger pipe and irrigation/sprinklers to water the grass.

Thank you everyone for your feedback. Overall, we received support for the proposed play structure design. Many commented on ensuring we had shade. Between the time you provided comments and now, we have been working with the manufacturer to add shade, making minor adjustments to the play structure to accommodate shade and meet budget. See revised renderings above. The next steps are to finalize the purchase and to determine the delivery date, which may take many months. The playground will close at some point to remove the rubber “meteor” and to expand the play area containment to accommodate the new and bigger play structure. We will do our best to minimize the play area closure.

Timeline:

Description:
Based on results from the technical studies, some of the approved master plan elements have been moved. All of the amenities shown in the approved master plan are still a part of the overall plan. The sketch shows the skate track has moved to be closer to the parking lot and the dog park has been enlarged and moved more to the south of the park site. New walkways are proposed to ensure a looped walking path to meander around the fenced dog park. The actual layout of the dog parks (small and large) are still being refined. A first phase of improvements will include the skate track, fenced off-leash dog parks and walking paths. Upgrades to the north parking lot (off of Douglas Blvd) are also being considered as a part of phase one. Staff met virtually on February 1, 2024 with members from the Roseville Heights, Los Cerritos and Cherry Glen neighborhoods to review the status of the planned improvements and amenity location changes. Those in attendance supported the changes.

The actual skate track has not yet been designed. A virtual workshop specific to the skate track will be held via Microsoft Teams on Tuesday, March 5, 2024 at 6:00pm. Pre-registration is required. Historical Info: 
Did you know that Saugstad Park is built on top of an old landfill?  Did you know that 95% of the park lies within a flood plain or flood way?  Over the last year, the City has been working to re-envision the park’s potential as a valued recreational asset that meets our community’s needs.  This includes how do we address the landfill, what types of amenities are acceptable to be in a flood plain and what types of amenities would we like to see built at the park?

To date, we have had several outreach efforts to seek feedback from residents.  

  1. Meeting with the neighborhood association on March 28, 2019.

  2. Community feedback on August 6, 2019 during the grand re-opening of Johnson Pool

  3. Online resident survey in November 2019

Duke Davis Water Feature Renovations

Location:
1460 Northpark Drive, Roseville, CA 95747

Project Description:
The Duke Davis Water Feature Renovation Project will replace an existing water and sand play area with a new misting water feature.  The existing water play feature is non-functioning and was an inefficient use of water.  The project will convert the existing sand play area into a fun new misting water play feature.  The scope of work will also include permanent disabling of the existing water play channel.  The removal and re-pouring of a raised sidewalk panel will also be addressed.

Timeline:

Description:
The NC-57 Dog Park Project is a 0.5-acre fenced off-leash dog park site. Dog park amenities include a gated entry area, accessible pathway, drinking fountain, dog wash station, seating bench and planting of various native trees using high efficiency irrigation methods.

The park opened in Spring 2023. Official park dedication scheduled at 10 am on September 16, 2023.

Construction of the first phase of this park began in Spring 2023. We are happy to announce that the first phase courts (9 pickleball courts) have been completed and are now open. A formal dedication is scheduled at 10am on March 16, 2024.

Creekview and Sierra Vista Parks

Description:
The City is evaluating funding, locations and priorities for new parks within new plan areas. Evaluation includes funds collected to date for park construction, costs for construction, Mello-Roos assessment amounts being paid to support maintenance, locations of homes and occupancy. Priorities are evaluated annually during the budget cycle, which start in January of each year. Please note, Mello-Roos assessments do not pay for park development (construction) and are only assessed once a park is built.
