Community Development Block Grant (CDBG)


The Community Development Block Grant (CDBG) is a federally funded program through the Department of Housing and Urban Development. Roseville projects completed with CDBG funds since 1986 include: Public works projects in low-income neighborhoods such as: sidewalk, curb and gutter repairs, water line replacement and street lighting.

  • Assistance with site acquisition for two senior projects: Maidu Village and Manzanita Place.
  • The removal of architectural barriers for handicapped and disabled citizens including: curb cuts from Roseville Square to the Brickyard and handicapped lifts at Johnson and Oakmont pools.

On-going housing rehabilitation for homeowners only and FREE paint for low income homeowners and rental properties.


CDBG funds can be used for a wide variety of community development activities that benefit low-income City of Roseville residents.

Types of eligible activities can include:

CDBG funds must meet a National Objective and qualify as an Eligible Activity:

  • Benefit to Low and Moderate Income Persons
  • Aid in the Prevention of Slums and Blight
  • Urgent Need

2015 CONSOLIDATED PLAN

Each year the US Department of Housing and Urban Development (HUD) provides funding for housing and community development programs to the City of Roseville, specifically Community Development Block Grant (CDBG) and other federal housing funds. In order to receive these funds, the City must complete a report every three to five years called the Consolidated Plan.
 
The purpose of the Consolidated Plan is to identify the City's housing and community development needs, priorities, goals, and strategies and to stipulate how funds will be allocated to housing and community development activities over the period of the Consolidated Plan. the City's 2015 - 2019 Consolidated Plan was adopted by City Council on May 20, 2015; the plan covers the period from July 1, 2015 - June 30, 2020.

The City’s Housing Division was the lead agency in developing the 2015–2019 Consolidated Plan (Plan). The Plan was prepared in accordance with HUD’s Office of Community and Planning Development (CPD) eCon Planning Suite (launched in May 2012), including the Consolidated Plan template in IDIS (Integrated Disbursement and Information System). Most of the data tables in the Plan are populated with default data from the US Census Bureau, mainly 2007–2011 Comprehensive Housing Affordability Strategy (CHAS) and American Community Survey (ACS) data. Other sources are noted throughout the Plan, including the addition of more recent data where practical. The research process involved the analysis of the following key components: demographic, economic, and housing data; affordable housing market; special needs populations (homeless and non-homeless); consultation with public and private agencies; and citizen participation.

The Plan process also included the development of the first-year 2015 Annual Action Plan, which is the annual plan the City prepares pursuant to the goals outlined in the Consolidated Plan. As a recipient of Community Development Block Grant funds, the City is required to submit to the Department of Housing and Urban Development (HUD) an Annual Action Plan document which outlines the City’s most urgent needs, a strategy for how the City will meet those needs and an investment plan identifying how the City will use available government and private resources to implement its strategy. The Action Plan details the activities the City will undertake to address the housing and community development needs and local objectives using CDBG and other housing funds received during  2015 Program Year (PY).

2013 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

The City of Roseville has prepared its 2013 Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides information regarding the City's expenditure of Community Development Block Grant (CDBG) funds as well as an evaluation of the City’s progress in carrying out priorities and specific objectives identified in the Strategic Plan and activities identified in the Action Plan. The CAPER covers the period July 1, 2013 through June 30, 2014. Copies of the City's 2013 CAPER are available at the City's Housing Division Office located at 311 Vernon Street, Roseville, CA 95678 during the hours of 9:00 a.m. and 5:00 p.m.

CITIZEN PARTICIPATION PLAN

The City of Roseville is required by federal regulation (Section 24 of the Code of Federal Regulations, Part 91) to have a detailed Citizen Participation Plan, which contains the City's policies and procedures for public involvement in the Consolidated Plan process and the use of  Community Development Block Grant (CDBG) funds. This Citizen Participation Plan must be available to the public.

Purpose: Federal regulations require that our Citizen Participation Plan both provide for and encourage public participation, emphasizing involvement by low-income persons -- especially those living in low-income neighborhoods. The U.S. Department of Housing and Urban Development (HUD) expects the City to take whatever actions are appropriate to encourage the participation of minorities, persons who do not speak  English, and persons with disabilities.

The Role of Low-Income Persons: Federal regulations declare that the primary purpose of the programs covered by this Citizen Participation Plan is to improve communities by providing decent housing, a suitable living environment, and growing economic opportunities, principally for low-income persons.

Since the amount of federal CDBG funds that the City of Roseville receives each year from HUD is based upon the level of both poverty and substandard housing conditions in Roseville, it is necessary that public participation genuinely involve lower-income residents who experience these conditions. Involvement by low-income residents is encouraged at all stages of the process, including needs and activities determination as well as funding allocations.

2015 ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE (AI)

The Analysis of Impediments to Fair Housing Choice is a review of impediments to fair housing choice in the public and private sector. Impediments to fair housing choice are any actions, omissions, or decisions taken because of race, color, religion, sex, disability, familial status or national origin, which restrict housing choices or the availability of housing choices. Policies, practices or procedures that appear neutral on their face, but which operate to deny or adversely affect the provision of housing to persons of any particular race, color, religion, sex, disability, familial status or national origin may constitute such impediments.

As part of the Consolidated Plan, CDBG grantees are required to submit a certification to HUD that states they will affirmatively further fair housing in their community. The certification further requires that he grantee undertake fair housing planning through: 1) the completion of an Analysis of Impediments (AI) to Fair Housing in the community; 2) the undertaking of actions to eliminate identified impediments; and 3) the maintenance of records regarding the analysis and actions.
