NCRSP PARCEL 49 – CINEMARK DEVELOPMENT – 9000 WASHINGTON BL. – FILE# 2006PL-203 (MPP-000031 & SUB-000148)

The review of the NCRSP Parcel 49 Cinemark Development project has been put on hold at the request of the applicant.

Should the applicant request to move forward with the project as proposed, a public hearing in front of the Planning Commission will be scheduled. Once a hearing date is scheduled, property owners within 300 feet of the project site will automatically receive a copy of the public hearing notice as will the Highland Reserve Neighborhood Association and anyone who has requested to be on the project’s mailing list. There are several construction activities currently occurring on and adjacent to the project site. The activities do not include development of the proposed project. The activities are as follows:

1.     The property owner is completing stormwater improvements associated with the effectuation of their Army Corps of Engineers permit. The construction will install an underground pipe system to collect stormwater from an outfall on the southern property line and connect it to the City stormwater system along Washington Boulevard; and

2.     Roadway improvements along the property frontage will include the widening of Washington Boulevard and the installation of curb, gutter and sidewalks. The improvements were anticipated City improvements.

 PROJECT DESCRIPTION
The applicant, Cinemark, seeks approval of the following Planning entitlements:
Major Project Permit (MPP) - Stage 1 to master plan the entire 59 acre site. A MPP Stage 1 defines the site design as it relates to building configuration and square footage, site circulation for both vehicular and pedestrian traffic, and defines parking and landscape areas.
The proposed project will include: a 20,000 sf hotel (75 rooms), 36,000 sf of restaurant space (5 buildings), 25,000 sf of general retail space (2 buildings), a 52,000 sf movie theater (14 screens, 2587 seats), and 637,000 sf of office space (15 buildings ranging from 2 to 3 stories).
MPP - Stage 2 for approval of the design and architecture of the movie theater building and associated site improvements, including parking and landscaping as well as completion of roadway infrastructure from Washington Boulevard to the theater building.
Tentative Map to subdivide the property in to 12 parcels.
