The US Environmental Protection Agency (EPA) and the State Water Resources Control Board (SWRCB) require that cities and counties in ownership of municipal separate storm sewer systems (MS4s) obtain a municipal storm water permit. Permit holders are required to develop a storm water management program (SWMP). The City of Roseville submitted its SWMP to the Regional Water Quality Control Board March 3, 2003 and was granted permit coverage July 22, 2004. City staff developed the Urban Stormwater Quality Management Discharge Control Ordinance which was adopted by Council July 7, 2006. City Council later adopted an Amendment to the Urban Stormwater Quality Management Discharge Control Ordinance on May 5, 2010.
Existing Stormwater Management Program

Components of the City’s Stormwater Permit require the City to develop a construction site run-off program and a post development run-off program which includes an ongoing stormwater quality maintenance program to ensure that stormwater quality treatment devices installed by private developers are properly maintained and functional over time. The City’s Public Works Department oversees these three elements for the Program.
