Village Center Rezone Project (File# PL17-0058)
On February 24, 2017, VC Roseville LLC submitted an application for a project located on WRSP Parcels W-32, W-33, and W-54. The application includes requests for approval of a Tentative Parcel Map, Rezone, General Plan Amendment, Specific Plan Amendment, Development Agreement Amendment and two Tentative Subdivision Maps. The requested entitlements are described in more detail below.

  • A Tentative Parcel Map – To merge and re-subdivide the three existing parcels into five parcels.
  • A Rezone, General Plan Amendment and Specific Plan Amendment – To rezone and modify the land use designations on the property from Community Commercial and Parks & Recreation designations for the Village Center to:
    • Community Commercial – Village Center (Parcels W-32 & W-33) (6.41 acres)
    • Parks & Recreation – Village Center (Parcel W-54) (3.71 acres)
    • R3/Medium Density Residential – Village Center (Parcels W-28 & W-29) (7.6 acres)
    The Specific Plan Amendment includes an amendment to the West Roseville Specific Plan document to address these changes.
  • Two Tentative Subdivision Maps (Small lot) – To establish two small lot tentative maps to create 28 residential lots each on Parcel W-28 and W-29 for a total of 56 single family residential units.

Oakmont of Roseville II – Design Review Permit (File# PL17-0124)
On May 4th, Oakmont Senior Living submitted an application for a Design Review Permit to develop an 88,446 square foot community care facility. The facility would include 60 assisted living units and 27 memory care units. Oakmont Senior Living owns and operates another facility, like the one proposed, at 1101 Secret Ravine Parkway.

Both projects are currently under review by City staff. Copies of the plans that have been submitted are provided below. Please note that these plans are in draft form and may require additional revisions by City staff and final approvals will be by the City’s Planning Commission and City Council. As plans are revised during the project review period they will be updated on this website. Please check back periodically for updates.

Community Meeting
The Village Center Rezone Project has been presented at the Westpark Neighborhood Association (WNA) on multiple occasions since the application was submitted. An additional comunity meeting has been scheduled to provide an update on the proposed projects (including the Oakmont DRP) and will take place on June 20, 2017 at 6:30 p.m. The meeting will be located at 2351 Pleasant Grove Boulevard at St. John’s Church. The applicants and City staff will be present at this meeting. Additionally, the Parks, Recreation & Library’s staff will be present at this meeting to begin the master planning process for park parcel (W-54) and will be soliciting residents’ feedback on features and amenties that residents would like to be included on this park site.
