THE POSITION
The Human Resources Department is accepting applications for the position of e-Government Analyst II. The normal work schedule is Monday – Friday from 8:00 a.m. to 5:00 p.m. A flex schedule may be available.

DEFINITION
To perform a variety of e-Government (e-Gov) analysis, communication, programming, design, training, documentation, testing and maintenance of public-facing e-Gov programs and systems including: Website, Intranet, CRM, mobile applications, social media, electronic engagement and transparency channels; and to support the City’s “Virtual City Hall” initiatives, goals, activities and objectives.

DISTINGUISHING CHARACTERISTICS
This is the journey level class within the e-Government Analyst series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the e-Government Administrator.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist in the implementation of Public Affairs & Communications and e-Gov goals and objectives.

• Assist with and coordinate citywide e-Gov projects ensuring adherence to budget and timelines; develop project plans, organize and lead project teams, monitor progress and evaluate effectiveness.

• Work with department representatives and City public information staff to prepare and distribute e-information such as: e-newsletters, news releases, photographs, publications and video content to keep the public informed and engaged; assist with providing crisis-communication support for EOC activation and for issues management.

• Develop web applications as needed in conjunction with Virtual City Hall Team’s Priority Action Plan; assist in supporting current public-facing web applications in collaboration with City’s Web Team and external vendors.

• Stay current with digital communication and technological developments, including but not limited to, mobile, social media, software development, online collaboration and communications tools.

• Oversee the implementation of hosted Web applications and third-party public-facing application environments including the installation, upgrade, modification, tuning, and creation of connections and interfaces between systems.

• Analyze systems, data, and online traffic to provide citywide metrics and monitoring of workflow and effectiveness of information and architecture; optimize and implement structured information for effective Search Engine results (SEO).

• Design and maintain webpage, templates, documents and graphics; oversee and participate in web content and website editing; assist with citywide e-Gov training and documentation, as well as provide support to Web and Intranet editors.

• Analyze data and generate a variety of reports.

• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

• Perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:

• Principles and practices on effective communication, content management, and portal management.

• Mobile environments, databases, current web languages (i.e., html, xml, .NET, PHP, ASP, jQuery, etc); Web browsers and presentation code (CSS).

• Research techniques.

• Modern office equipment and computers including word processing, desktop, spreadsheet and database applications.

• Principles of project management.

• Emerging technology affecting e-Government, web development and design, mobile devices, communication and collaboration tools, social networks, online forums, instant messaging, news feeds, blogs, media players and dynamic content.

• Search engine optimization, online traffic analysis and information architecture, Content Management Systems (CMS) and Customer Relations Management Systems (CRMs).

• Pertinent local, State, and Federal laws, ordinances, and rules regarding e-Government.

Ability to:

• Learn to provide support to implement citywide e-Gov services and digital communication.

• On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.

• On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds of less.

• Write new or edit existing web-based applications and code.

• Effectively coordinate projects, train and support Web and Intranet editors.

• Communicate clearly and concisely, both orally and in writing.

• Establish and maintain effective working relationships with those contacted in the course of work.

• Independently provide support to implement citywide e-Gov services and digital communication.

• Interpret and apply pertinent online communication policies and procedures and related City policies and procedures.

Education and Training:

Experience:
• Two years of responsible experience performing duties similar to that of an e-Government Analyst I with the City of Roseville.

Training:
• Equivalent to a Bachelor's degree from an accredited college or university in computer science, information systems, or a related field.

License or Certificate

• Possession of, or ability to obtain, a valid California driver’s license.

SUPPLEMENTAL QUESTIONS

1.   Have you ever designed, developed, or maintained a blog or website? If so, provide one to three website links with a brief description of your involvement.

2.   Describe your experience writing code (HTML/CSS, .NET, ASP, PHP, etc.) and any web scripting/programming languages you use proficiently.

3.   Do you have any experience working with a Content Management System (CMS), Customer Relationship System (CRM) or Microsoft SharePoint? If so, describe your experience with each platform.

SELECTION PROCESS
Applications will be screened to the most qualified candidates. Those candidates will be invited to an oral interview exam weighted 100%. Scores earned from the oral exam will establish the Employment List. Candidates within the top five ranked scores will be certified to the department for final consideration. Final appointment is contingent upon a background check, a check of past employment references, passing a City-paid pre-employment medical exam, a drug and alcohol screening test, and a fingerprint check.
