The project was completed in the winter of 2008. The final design doubled the available lighting in the walkway, added a colorful tile wall, introduced new signage and decorative overhead trestles, and upgraded the landscaping along the roadway and near Church Street.
Two goals of the 1999 CRRC Revitalization Strategy were to provide links between the Downtown Roseville commercial areas and improve the area’s general appearance and attractiveness. The improvements to the Washington Boulevard pedestrian walkway will assist in achieving these goals.
Prep work for the underpass - Crews began the arduous task of grinding off the existing wall surface along the walkway in April of 2007. This was the first step toward installing the tile wall.

The underpass travels from an entry point on Vernon Street (located next to the 316 parking lot and directly across from the Civic Center) along Washington Boulevard to another entry point at Church Street (parallel to Pacific Street).

Project Goals
The purpose of the project was to design and construct improvements to the existing walkway that effectively fulfilled the following functions:
- Provide a pedestrian friendly underpass.
- Establish a distinct connection between the Historic Old Town and Vernon Street through design features
- Develop a plan for future enhancements - additional landscaping and a fresh coat of paint on the wall at the Vernon Street entrance were each added to the project area in 2009/10.
Project Description
Enhancements to the pedestrian walkway include lighting improvements in the underpass, decorative street lighting installed along Church Street entry and at top of stairwell, directional signage at either end, and stamped concrete under the Pacific Street overcrossing. In addition, the underpass has a number of aesthetic improvements including trestles and a brightly colored tile wall.
The net result is a brightly lit and inviting pedestrian path that effectively links two major Downtown Roseville commercial corridors.
