What is a Master Plan? 

The master plans show a high-level long term vision for each park. To the extent that budget allows, our goal is to build as many of the planned amenities as possible. Based on funding limitations, some park features may be 1) deferred to a time when additional funds can be secured; or 2) modified to fit the budget.

Timeline:
Phase 2 - The Ninja Fitness Course is currently under construction, and anticipated to be complete in Spring 2025. The skate track and bicycle pump track are in planning and design, and anticipated to be complete in Winter 25/26.

Phase 1 of the park was completed in Summer 2024, which includes two lighted pickleball courts, a fenced off-leash dog park, multi-use paved paths, a covered picnic area, open turf areas and restrooms.

Location:
580 Roseville Parkway, off of Foothills and Blue Oaks Boulevards along the former Hewlett Packard campus.

Description:
This 8+ acre city-wide park is being constructed by BBC, LLC. on behalf of the City. The official park dedication was held at 10 am on October 12, 2024.

Park Name:
City Council approved the park name Campus Oaks Park on January 19, 2022.

Description:
This is a 7.73 acre school park site in Roseville.  Amenities to be constructed in this park include a playground, swings, a shaded picnic area, bathrooms, a softball field with backstop and dugouts, an off-street parking lot, walking paths, a multi-use turf area, planting and irrigation.

Park Namesake:
City Council approved the park name John Byouk Park on January 19, 2022.

Roseville Soccer Complex

Update:
Beginning May 12, 2025, one lane of traffic on northbound Westbrook Boulevard will be closed for approximately one month for construction of right turn pockets into the Soccer Complex and sidewalks along Westbrook are completed. 

Work is progressing well. Fields continue to be installed. It will take approximately one month per field. The project is still on target to be completed in late 2025.

Sports lighting has been installed. We wanted to take this opportunity to share that these lights use state-of-the art, using technology that includes shields on the fixtures to minimize light spilling beyond the intended area to be lit and to avoid glare. Below are some pictures that show how effective the lights are. Consistent with other lighted sports fields and courts, lights will be turned off at 10 pm. (Pictures shown are from Musco Sports Lighting. Musco is the selected light supplier for this project.)

Timeline: Construction began June 2023 with an estimated completion of late 2025.

Park Name:
City Council approved the park name Roseville Soccer Complex on December 21, 2022.

Location: 2600 Westbrook Blvd., off of Westbrook Dr. and and Blue Oaks Blvd.

Description: Design and construct a multi-field lighted soccer complex with support facilities such as shaded picnic areas, restrooms, storage, maintenance yard, off-street parking spots and security lighting.

Universally Accessible Playground:
This is designed for people of all abilities and ages. After multiple public workshops and feedback, the design provides a variety of play spaces for physical and social interaction. Also included are misting areas, quiet zones and a shaded seating area (not shown in the sketches). A restroom will be located within easy access of this play space and will include child and adult changing tables.

Once completed, the playground will be opened for the general public. This playground is being built as a part of the Roseville Soccer Complex.

Universally accessible playground - Public Outreach:
On July 7, 2022 we held a second public workshop for the playground. 

An initial virtual public workshop was held on May 24, 2022 to share an concept design for the universally accessible playground to be located at the north end of the sports complex.

Riego Creek Park (F-51)

Update:
The sidewalk along N. Hayden Pkwy from Crawford to Holt Parkway, will need to be closed off starting the week of 5/25/25.  Closure will remain in place for three to four months while the new turf gets established.  There will be signage communicating the sidewalk is closed and detour direction.

The park was completed in February 2025.  As a response to resident feedback seeking more turf areas within the park,  two large planter areas along N. Hayden Pkwy will be converted to turf.  The work will include, but not limited to: removal and re-location of the existing bark mulch, additional concrete mowbands, additional irrigation to support the new turf areas, and seeded turf.  The estimated time for completion is Fall of 2025.
 
Many have asked about the park and why it's different.  The master plans show a long-term vision for the park. To the extent that budget allows, our goal is to build as many of the planned amenities as possible. Based on funding limitations, some park features may be deferred to a time when additional funds can be secured to support construction of the deferred features.  A few variations from the master plan are described below. 

Some residents have asked if there will be any turf at the park.  There will be a lot of grass in the outfield, which will be planted, grow in, and harden up over the Summer/Fall 2024.

The ballfields have a 300’ outfield line (larger than originally planned) and can accommodate a wide variety of ages of play. The fields can be used for tee ball, little league, softball (girls and adults) with plenty of warm up spaces. Spectator areas are included near the backstops. When the fields are not programmed, they can be used for any activity.

This is an 11.8 acre school/park site.

Historical Info:
When selecting what park amenities should be included in a specific park site, we look at balance and access of certain park amenities nearby, emerging trends, cost/budget and current demand.  Specific to tennis, this map demonstrates close access (five minutes or less away) of existing tennis facilities from F-51. While tennis is one type of park amenity, it demonstrates the need of a bigger perspective, balance and fair access. To view the map,  click here.

Lower Bank Park (C-63)

Update:
Due to budget constraints and fluctuating construction pricing, the attached exhibit illustrates the City’s approach to bidding this park project.  It indicates what will be included in the base bid and what is considered  alternate pricing for what can be added should budget allow.  The target to begin construction is late Spring/ Summer 2025.

Silver Spruce Park (KT-52)

Update:
The master plan was approved by Council at the at the July 17, 2024. We anticipate breaking ground in Spring 2025, with a construction timeline of about a year, weather-permitting. This includes an establishment period. The opening of the park is anticipated in Spring 2026.

Description:
This is a 7.5-acre park site in the Sierra Vista area in Roseville, that is adjacent to a future elementary school. 
 
Public Outreach: 
After feedback from the 2nd public workshop, we changed the labyrinth to a nature play area (inspirational images are shown) and removed the Kho Kho court overlay from the proposed basketball court. Pistachio Regional Park Master Plan Update

Update :
The master plan has not yet been approved by the City Council. We hope to bring this forward over the next several months for final approval. Currently, we do not have funding to complete the park as designed. As with all city-wide parks, this park will be built in phases. The elements for a second phase have not been identified. There is no timeline for this park as yet.

Description:
The City has been reviewing opportunities to update the approved master plan for Pistachio Regional Park to include a community center/library, skate track, BMX course and splash pad.

Johnson Pool Renovations

Update:
Selective demolition of the site and buildings is complete. Underground utilities are complete as well as the retaining walls and shade structure installation. The pool deck is nearly complete, with the pool finishes and water play components to follow in May 2025.

Building construction and framing for the pool house, storage building, and pool equipment buildings is complete.  Interior finishes are nearing completion in the pool house.  Inspections and final touches are anticipated over the next month.

Renovation work began on May 28, 2024, and is anticipated to be complete by Spring/ Summer 2025.

Project Description:
The Johnson Pool Renovation Project will implement the master plan and address accessibility, aging infrastructure, building and safety code updates, and functional improvements. These improvements include accessibility/code upgrades to the pool house building, new pool shell and replaster, and improvements to the pool deck, equipment room, and associated site work.

Saugstad Park Renovations

Update:
Ground breaking is delayed due to permitting requirements.

Ground breaking is delayed to 2026 due to permitting requirements.

Location: 
100 Buljan Drive, Roseville, CA 95678

Description:
Based on results from the technical studies, some of the approved master plan elements have been moved. All of the amenities shown in the approved master plan are still a part of the overall plan. The sketch shows the skate track has moved to be closer to the parking lot and the dog park has been enlarged and moved more to the south of the park site. New walkways are proposed to ensure a looped walking path to meander around the fenced dog park. The actual layout of the dog parks (small and large) are still being refined. A first phase of improvements will include the skate track, fenced off-leash dog parks and walking paths. Upgrades to the north parking lot (off of Douglas Blvd) are also being considered as a part of phase one. Staff met virtually on February 1, 2024 with members from the Roseville Heights, Los Cerritos and Cherry Glen neighborhoods to review the status of the planned improvements and amenity location changes. Those in attendance supported the changes.

The actual skate track has not yet been designed. A virtual workshop specific to the skate track will was held via Microsoft Teams on Tuesday, March 5, 2024 at 6:00pm.

Historical Info: 
Did you know that Saugstad Park is built on top of an old landfill?  Did you know that 95% of the park lies within a flood plain or flood way?  Over the last year, the City has been working to re-envision the park’s potential as a valued recreational asset that meets our community’s needs.  This includes how do we address the landfill, what types of amenities are acceptable to be in a flood plain and what types of amenities would we like to see built at the park?

To date, we have had several outreach efforts to seek feedback from residents.  

  1. Meeting with the neighborhood association on March 28, 2019.

  2. Community feedback on August 6, 2019 during the grand re-opening of Johnson Pool

  3. Online resident survey in November 2019

The sketch is a proposed concept plan reflecting the feedback received so far.  Please review the sketch and provide feedback at [email protected] until August 31, 2020. The comment period is now closed.

Woodbridge Park Tennis & Pickleball Court Renovation

Timeline:
Construction is anticipated to begin in July 2025.

Location:

Project Description: 
Renovations include the following at the tennis and pickleball courts: replacing the court foundation and asphalt resurfacing, removing and relocating playing court entrances to comply with ADA standards, converting one existing tennis court into two pickleball-only courts, maintaining one tennis court with pickleball overlay striping, and new shade seating at the court.

Timeline:
The official park Dedication is scheduled for May 17, 2025 at 10 am.

Construction began August 2023 and was completed February 2025 on the first phase of this park. This includes an 18-hole disc golf course, large and small dog parks, paved off-street parking, a covered group picnic area and restroom. A future phase will construct the bike trails and connections to surrounding neighborhoods. The timing of the future phase has not yet been determined.

Weber Park Renovations

Park construction began on April 8, 2024.The sidewalk and the parking on the park side of Main Street will be closed during construction. The park opened in Spring 2023. An information meeting was held on October 17, 2023 at Blue Oaks Elementary School. 13 people were in attendance. The City shared a colored sketch that showed planned improvements to the park that included new grass, a shade shelter over the two existing picnic tables, a new sitting area/path and new planting areas. The planned improvements also included replacement of the irrigation water mainline with a larger pipe and irrigation/sprinklers to water the grass. These improvements were all performed and the park re-opened for use in November of 2024.

Timeline:
The official park dedication is scheduled to take place at 10 am on March 15, 2025.

Construction began in May 2024 and was completed in November 2024.

Thank you everyone for your feedback. Overall, we received support for the proposed play structure design. Many commented on ensuring we had shade. Between the time you provided comments and now, we have been working with the manufacturer to add shade, making minor adjustments to the play structure to accommodate shade and meet budget. See revised renderings above. The next steps are to finalize the purchase and to determine the delivery date, which may take many months. The playground will close at some point to remove the rubber “meteor” and to expand the play area containment to accommodate the new and bigger play structure. We will do our best to minimize the play area closure.

Twinwood Park Play Structure Replacement

Update:
The demo and new play structure installation is scheduled to start early January 2025.

The comment period has closed. Our next steps are to purchase the play structures. Once the process is complete, it could take anywhere from 6 to 9 months for manufacturing and delay.

Al Johnson Wildlife Area

In the future, Al Johnson Wildlife Area (formerly Reason Farms) will include both wildlife habitat and passive recreation areas, such as trails, picnic tables and more. The primary use of the Al Johnson Wildlife Area is for flood control which will happen by adding retention basins to hold water from nearby creeks during rain events until there is capacity to flow downstream. With that in mind, the passive recreation areas will be designed to flood from time to time, similar to other parks in the region such as Discovery Park in Sacramento. There is no current timeline for the construction of recreational amenities. The park portion of the design will begin once the retention basin designs have been developed. Some recreation improvements will be completed after the retention basins have been installed and when funding is identified/available. Phasing of the recreational improvements is highly likely.

Creekview and Sierra Vista Parks

The City is evaluating funding, locations and priorities for new parks within new plan areas. Evaluation includes funds collected to date for park construction, costs for construction, Mello-Roos assessment amounts being paid to support maintenance, locations of homes and occupancy. Priorities are evaluated annually during the budget cycle, which start in January of each year. Please note, Mello-Roos assessments do not pay for park development (construction) and are only assessed once a park is built.
