Mobile business

Obtain a sellers permit.

All mobile food facilities must obtain a permit to operate from Placer County Environmental Health.

Check with the City’s Planning Division to confirm the requirements related to mobile business. In general, food trucks are permitted in public parking spaces as long as they abide by the vehicle codes, traffic codes, and timed parking restrictions. Open air vending facilities may require an entitlement with the Planning Division per the Roseville Municipal Code Chapter 19.50.

Home-based business or cottage food business

A home occupation clearance is required by the City’s Planning Division to confirm the home based business is incidental to the residential use of the dwelling. Contact the City's Panning Division for more information and to apply.  

Cottage food business operating and preparing food out of a home shall be registered and obtain a permit with Placer County Environmental Health

Retail or office

Check with the City’s Planning Division to confirm that your location is zoned appropriately to allow your business. 

At a minimum you will need a Certificate of Occupancy with the City’s Building Division. Additionally, if you're planning to do any construction, alteration, or repair work in the commercial space you'll probably need to get a building permit through the City’s Building Division. 
 
New sprinkler systems or modifications/ additions to existing fire sprinkler systems will need to be approved and inspected by the Fire Department.

New exterior signage requires a Sign Permit through the City’s Building Division. Prior to permit submittal, check with the Planning Division for sign regulations.

Changes in building use type may trigger additional development impact fees. Check out the Building Division website for information on Development Impact Fees and find the request form to get a fee estimate from the Building Division.

Restaurant or bar

If you plan on serving alcohol at your establishment, you will need to first obtain a permit through the Alcoholic Beverage Control (ABC).
