Community Service Officers


In Roseville, the Community Service Officer (CSO) is a specialized, professional full-time career position. CSOs perform a wide variety of technical support duties in the Police Department. The primary assignment is Patrol; however, there are two 3 to 5-year rotating specialty assignments: Traffic and Investigations.

Patrol CSOs handle many types of calls for service including documenting "cold" crime reports, non-injury traffic collisions, missing persons reports, abandoned vehicle complaints, and other service requests that do not require a Police Officer to respond. This effectually frees up Patrol Officers for priority calls for service throughout the City.

Under the supervision of the Traffic Sergeant, Traffic CSOs respond to, document, and investigate traffic collisions (injury and non-injury); document and investigate hit and run collisions; and assist the Major Accident Investigation Team (MAIT) as needed.  This frees Motor Officers to perform traffic enforcement duties.

Investigations CSOs work under the supervision of the Investigations Sergeant.  There are currently three assignments for CSOs in Investigations: 
     -Permit Coordinator, responsible for processing all permits issued by the Police Department and assisting in the investigation of violations of permit conditions/regulations
     -290 (Sex Offender) Registration Coordinator/Missing Persons, responsible for processing the Sex Offender Registrations and following up on Missing Persons reports
     -Real Time Crime Center Investigator, who uses various technologies to assist officers responding to active crimes as well as follow up investigation of crimes reported to the police.

Cadet Program
The Cadet Program follows a paid apprenticeship program framework to prepare college students for a law enforcement career. Under the supervision of a Patrol Sergeant, Cadets perform a variety of routine and progressively more difficult non-sworn duties. These include handling calls for service including crime reports, traffic collisions, missing persons reports, abandoned vehicle complaints, parking enforcement and traffic control, and assisting in SWAT training role plays. As Cadets, students must be enrolled in a local college or university, work part time and must maintain at least a 2.0 GPA. Cadets may also have opportunities to work in other divisions, including Dispatch, Records, and Investigations.
