The Citizens' Benefit Fund was established in 1993 following the sale of the city-owned Roseville Hospital. The proceeds were placed in a trust and a portion of the interest earned each year is made available for grants with the purpose of improving the quality of life for the citizens of Roseville. Public agencies, schools and non-profit 501(c)3 or 501(c)4 are eligible to apply.

The Roseville Employees Annual Charitable Hearts Fund (R.E.A.C.H.) is a community giving fund created through the generosity of Roseville employees and retirees. These employee-donated funds are dispersed to local charitable organizations that serve youth, seniors and families in the South Placer County region.

The Roseville Grants Advisory Commission oversees the competitive grant process for the Citizens' Benefit Fund and R.E.A.C.H. Fund. Roseville Grants Advisory Commission reviews grant applications annually January through May, providing the Roseville City Council with their recommendations in June. The City Council has the final approval on disbursement of each of the grant funds.

The 2021-2022 Grant Funding Cycle will be OPENED for applications on December 9, 2020. The City Council will be reviewing the Grants Advisory Commission's funding recommendations at the May 19, 2021 Council Meeting. Applications will only be accepted through ZoomGrants. 2013 Historical Assessment Report

In November 2012, the City Council approved a two phase comprehensive review of the grants process. The purpose of the comprehensive review is to review the efficiency and effectiveness of the current grants process for possible future policy recommendations. Phase 1 was the preparation of an Historical Assessment Report. The report was prepared by staff with the assistance of a three-member subcommittee of the Grants Commission, and input from the full Grants Advisory Commission (GAC). The Report analyzes the 19 year history of the program and established some context and a common understanding of the program for the future policy discussions in Phase 2.

2020 Community Needs Assessment

In April 2020, Koné Consulting prepared a Community Needs Assessment (CNA) for the City of 
Roseville which was Phase 2 of the Historical Assessment recommendation.  The purpose of the 
CNA was to guide the use of the Citizens Benefit Trust (CBT) and Roseville Employee Annual 
Charitable Hearts (REACH).  The CNA was designed to provide a relevant guide for the Grants 
Advisory Commission (GAC) recommendations and the City Council funding decisions for years 
to come.   The recommendations were designed to be flexible and adaptable to our community 
needs. There was general consensus amongst stakeholders that grant funding priorities 
should align with the initial intention and the sale of the hospital.  
 
Based upon input received during the community workshops, stakeholders' vision for the 
future of Roseville was identified (in no particular order and identified in the outer blue ring 
in the diagram below) as: 1) improved access to safe and affordable housing for all, 2) a 
kinder, more inclusive & connected community; 3) improved physical, mental, and 
behavioral health and wellness, 4) more education and training opportunities for all ages; 
5) improved access to quality arts and cultural resources for all, and 6) increased access 
to healthier food options for lower income communities.

On November 18, 2020 City Council approved new Implementation Strategies provided by the Grants Advisory Commission based on findings from the Community Needs Assessment by Kone Consulting. Changes include:
