Customer Self Service (CSS)

Visit roseville.ca.us/billpay to access and manage your account online.

The Customer Self Service site allows customer to:

  • View and pay your bill online
  • Pay now or schedule payment
  • Make a one-time payment (no login required)
  • Enroll in AutoPay or pay-by-text
  • Sign up for paperless billing

Residential and commercial customers can pay via bank account with no fee. 

Residential customers can pay with Visa, MasterCard, or Discover with no fee. There is a 2.95% fee ($1.95 minimum) for commercial customers who choose to pay with MasterCard of Discover. 

* Returned payment policy: 
Please be advised, if a payment made by check is not honored by the bank, a $25 fee will be charged on the first return. Any subsequent returns will be charged a $35 fee. Two returned items within a 6 month period will result in check payments no longer being accepted by the bank.

For your convenience, there are two utility payment drop boxes.

  • A drive-up payment box is located on East Washington between Vernon Street and Atlantic Street.
  • A walk-up payment box is located near the Utility Customer Care center at 116 South Grant St. Suite 100. (It is located on the walkway from the parking garage between the building and the bank).

Automated phone payments

Residential and commercial customers can make payments 24 hours a day, 7 days a week through our automated phone system by calling (916) 774-5300. 

  • No fees
  • Residential customers can pay using bank account information, Visa, Mastercard, or Discover
  • Commercial customers can pay using bank account information only

Automated Bank Draft (ABD)

ABD is a direct debit program that works with your bank on a recurring basis for a quick and simple way to pay your utility bill.

  • On your bill due date, or the first business day thereafter, the total amount of your utility bill will be electronically debited from your bank account.
  • You can enroll in ABD at the Customer Care center or over the phone with a customer care team member by calling (916) 774-5300.

Residential and commercial customers can pay in-person at our Utilities Customer Care center located at 116 S. Grant St., Suite 100.

All customers can pay with check, Visa, MasterCard, Discover, money order, or cash with no fees.

  • Please be advised, payment arrangements must be established before your bill's final date to pay.
