Notice of requirement to file Form 1099

Rebates may be considered income or a subsidy for tax purposes and may be taxable to the customer or the third party receiving the rebate check. Customers are urged to consult their own tax advisors concerning the potential taxability of these rebates. Rebate(s) greater than $600 will be reported to the Internal Revenue Service on IRS form 1099, unless the customer is exempt. The City of Roseville shall not be responsible for any tax obligations that may be imposed on a customer as a result of the receipt of an Energy Efficiency Rebate.

Our electric vehicle program rebates are made possible by the State of California under the Low Carbon Fuel Standard Program. The funding has decreased significantly in recent years, and we had to reduce our offerings due to limited funds and great interest in electric vehicles. We appreciate your interest in switching from gas to electric vehicles. Any available incentives we have will be listed on this page. 

All residents are encouraged to check out the PlugStar incentives tool for a list of federal and state incentives currently available. The tool can also help you browse electric cars and choose a home charger.

Roseville Electric operates 11 level 2 public charging stations at a public charging rate of the $0.15 per kWh Municipal Code rate plus associated vendor fees. Our public charging rate is lower than the statewide average.

Program requirements

  • E-bike must be purchased new
  • One rebate per residential electric account
  • E-bike must be a DMV Class 1, 2, or 3 e-bike and meet the following specifications:
    • Electric motor less than or equal to 750 watts
    • Fully operable pedals
    • Maximum speed less than or equal to 28 mph
  • Application must be submitted within 90 days of e-bike purchase
  • Scooters, mopeds, segways, and conversion kits are ineligible

CARB's e-bike incentive program

Check out CARB’s E-Bike Incentive Program to see if your income qualifies for a point-of-sale e-bike incentive of up to $2,000.
Income qualified level 2 charger rebate

Program requirements

  • To be eligible for the Roseville Electric Level 2 Charger rebate, you must be enrolled in our Electric Rate Assistance Program or Medical Rate Assistance Program. Please visit Roseville.ca.us/assistance or call (916) 774-5300 for information about these programs.
  • Contact the City of Roseville’s building department (916-774-5332) for permit requirements.
    Applications must be postmarked no later than 120 days after purchase of level 2 charger.
  • This program has a limited budget. Applications will be accepted on a first come, first served basis, until funds are depleted.
  • The qualified charger must be installed at a residential dwelling unit receiving electricity from Roseville Electric Utility, with a current electric service account.
    Incomplete applications will not be processed
  • Level 2 charger rebate limited to one rebate per household per calendar year.
