Subject: Public PC and Internet Use Policy
Purpose
The City of Roseville Parks, Recreation & Libraries Department has established a policy regarding use of public computers and internet access at the library locations.
Policy
The Roseville Public Library provides public access to the internet via City computing equipment and Wi-Fi and, as part of its mission, upholds and affirms the right of each individual to have access to constitutionally protected materials.
As a participant in grants supported by the Library Services and Technology Act the library filters all internet sessions for content, in accordance with the Children’s Internet Protection Act (CIPA).
Adults have the right on a per session basis to request filters be disabled, without justification, and in a timely manner.
Websites blocked for security reasons will not be unblocked at any time.
The library affirms the right and responsibility of parents and responsible adults to determine and monitor their children’s use of library internet and computing resources. A responsible adult accompanying a minor may request filters be disabled. The request is to be made directly to staff, who may request ID to verify the age of the requestor.
The library does not monitor and has no control over the information accessed through the internet and cannot be responsible for its content. Consent given on the part of parents or responsible adults for a library card constitutes acknowledgment of their responsibility for monitoring their child’s use of the internet at the library.
The library expects customers to use these resources in a courteous and responsible manner, respecting the rights of others and bearing in mind that the library is a public facility, serving all segments of the population. It is not acceptable to use the library’s internet access through public computers or Wi-Fi to:
• Violate Federal, State, or local laws and regulations.
• Degrade or disrupt equipment or system performance.
• Vandalize the data of any user.
• Gain unauthorized access to resources or entities.
• Invade the privacy of individuals.
• Intentionally expose children, other customers or staff to harmful, or offensive material.
All internet use by public computer and Wi-Fi users are subject to the library’s Customer Code of Conduct. Internet customers must use their own account to register for sessions. Sessions are allocated in 60 minute increments, up to 540 minutes per day. The library also provides Wi-Fi internet access throughout library facilities. Timing and age rules do not apply to Wi-Fi use.

Privacy:
While the library cannot guarantee the privacy of data or computer usage of the public access computers, it considers such privacy to be extremely important. The library follows best practices to secure the network and its computers and to ensure that search histories are erased between computer sessions. It is also clearly stated in this policy that infringement upon the rights and privacy of others is unacceptable use of these resources.
Staff Assistance:
Time permitting, staff will try to answer specific questions about the internet and offer suggestions for effective searching. Computer classes are available at scheduled times for customers who require further assistance than staff can provide at the public computer areas.
Cost:
Computer and Wi-Fi use is free, except for specific classes, and printing costs, as detailed in the Parks, Recreation & Libraries website or Recreation Guide. Printing cost is $.20 cents per page for black and white copies and $.50 for color copies.
