Roseville residents can keep up to ten (singularly or in combination) ducks, chickens or pigeons, or up to ten rabbits, on residentially zoned property within the city.
Any domestic fowl or rabbits shall be kept in a sanitary enclosure, which shall not be located within 20 feet of any building or property line.
Special permits may be granted for coops or hutches not in strict conformity with the provisions of the Roseville Municipal Code if the Chief of Police, or designee, makes a finding that the public health and welfare will not be endangered and such animals, or poultry, shall be kept in a manner consistent with the conditions, if any, imposed in the special permit.
Special permits can be modified or revoked if violations of conditions are discovered or if the animal(s) become a source of complaints to Animal Control.

All massage service business owners, whether operating as a sole owner/operator, a contractor, or operating a business with employees, must apply for and obtain a permit from the Roseville Police Department before providing massage services in Roseville.
Attention California Massage Therapy Council (CAMTC) certificate holders:
"California Business and Professions Code section 4608. In addition to the other requirements of this chapter, a certificate holder shall:
(a) Display his or her original certificate wherever he or she provides massage for compensation. A certificate holder shall have his or her identification card in his or her possession while providing massage services for compensation."
Failure to display an original and valid Certificate is a violation of the law and may result in disciplinary action being taken by CAMTC.

RETAIL FIREARMS DEALER LICENSE APPLICATION
The California Department of Justice (DOJ) administers Secondhand Dealer/Pawnbroker licensing and the CAPSS reporting program as a means to curtail the sale of stolen property and to facilitate recovery. State law requires the City of Roseville to incorporate the DOJ processes within local licensing/permitting processes; and to administer, maintain and enforce state law regarding the Secondhand Dealer or Pawnbroker licenses.
Persons, entities, or corporations wishing to conduct business as a Secondhand Dealer or Pawnbroker in Roseville must first apply for a specific license to conduct such business with the Roseville Police Department.
Following the receipt of the requisite fees, required documentation and result of the fingerprint-based criminal history background check, the DOJ Secondhand Dealer and Pawnbroker Unit provides the Roseville Police Department with the background check results and a license number. Upon receipt of any subsequent arrest and disposition information regarding a licensed Secondhand Dealer or Pawnbroker, the Secondhand Dealer and Pawnbroker Unit will notify the Roseville Police Department.
In 2012, the DOJ was mandated to develop and implement a single, statewide, uniform electronic reporting system for secondhand dealers and pawnbrokers to use to submit information to the DOJ. All Secondhand Dealers or Pawnbrokers must follow state laws and report all sales to the CAPSS reporting system.

Anyone who wants to solicit door-to-door in residential areas of Roseville must first obtain both a City of Roseville business license
with a door-to-door solicitation special condition, and a door-to-door solicitor's permit from the Police Department. See Roseville Municipal Code 10.36 for more information.

1. Their valid City of Roseville business license that includes the door-to-door solicitor's special condition
2. A completed solicitation permit application, and

there are different rules for golf carts operated on public streets within
Sun City.
Golf carts that will be operated only within Sun City do not need to be registered with the DMV; however, they must be registered with the police department.
There is a standing registration appointment at 0830 hours on the third Thursday of each month, near the Main Lodge by the tennis courts (first come, first served). The golf carts get an equipment inspection, verification of current insurance and valid driver’s license of the owner, and each is issued a registration sticker.
Golf carts are
not considered NEVs (Neighborhood Electric Vehicles)/LSVs (Low Speed Vehicles) – both of which are required to have DMV registration.
An NEV/LSV can be considered a golf cart when operated near a golf course that has local ordinances allowing it (and it follows the same rules for registration noted above).
Golf carts can only be operated on streets with MPH of 25 or less.
