At the September 4, 2019 Roseville City Council meeting, after weighing the legal implications and costs of potential litigation, the City Council approved a resolution of intention to transition to district-based elections.
Currently the City has an “at-large” voting system whereby all voters may vote for all five Council seats.
If the Council moves to a “by-district” voting system, beginning with the 2020 City Council election, voters will only be able to vote for one council seat in their district.
Between September 18 and November 20, 2019, public meetings are occurring to consider moving to a “by-district” system and to develop the districts for Roseville. The City is seeking input from the public on the development of those Districts.
The City received 28 map suggestions from the public, 10 were not population-balanced as required by law. All 28 are available for public review.
At the October 23, 2019 public hearing, the City Council chose four focus maps: 106, 113, 117, 122. Three new maps were also submitted after the October 23, 2019 public hearing: 102B, 105B and 117B.

Following these meetings regarding maps, the Council will consider a districting ordinance at the November 20, 2019 City Council meeting.
