New Detached ADU Building Permit Submission Requirements and Checklist

The plans provided above on this webpage have been preapproved by the City. However, as with all standard projects, these plans will still require site-specific design and permitting approval. Required project components may include, but are not limited to, site plan, zoning ordinance compliance, utility services, fire sprinkler protection system, and photovoltaic layout/design, all of which must be included in the individual site-specific building permit submittal package. Additionally, all building permit applications for the construction of a detached ADU must comply with the City of Roseville’s Zoning Ordinance requirements.

  1. What is a preapproved ADU plan?

A preapproved ADU plan is a design that has been reviewed and approved by the City for construction within the City of Roseville. While these plans expedite the approval process, they still require site-specific review and permitting.

  1. How long does the approval process take?

Applications using a preapproved ADU plan, or an identical plan previously approved, will be approved or denied (denials include the issuance of a city plan check comment letter) within 30 days of a complete submission.  The review turnaround time for a complete application accepted for code compliance review is 10-business days for the first cycle of review, and 5-business days for every subsequent cycle of review, until approval.
