General Plan (2035)

The General Plan serves as a long-term policy guide for physical, economic, and environmental growth. It is a statement of the community's vision of its ultimate physical growth. State law requires that every county and city prepare and adopt a comprehensive long-range plan to serve as a guide for the development of the community. City actions, such as those relating to land use allocations, annexations, zoning, subdivision and design review, as well as capital improvements must be consistent with the General Plan. The General Plan also designates land use categories for the entire city (General Plan Land Use Map). Each land use category is identified and defined within the General Plan and includes information on the general uses, development, intensity, siting and compatibility standards.

The General Plan 2035 was adopted by the City Council on June 15, 2016, in conjunction with adoption of the Amoruso Ranch Specific Plan (ARSP). The ARSP document and certified Environmental Impact Report are available here. The General Plan 2035 is provided below.


2020 General Plan Update

The City of Roseville is in the process of updating the City's General Plan and will also prepare an Environmental Impact Report to cover the General Plan update. The following provides a summary of the effort:

2020 GENERAL PLAN UPDATE (GPU)

The last comprehensive stand-alone General Plan update, outside of the City's annexation/specific plan process, was in 1992. The most recent update to the General plan was in June 2016, as part of the Amoruso Ranch Specific Plan. As with other General Plan updates in the past, there will be a need to update the document to revise out-of-date text, graphics, tables, charts, policies and implementation measures, as necessary, to ensure the adequacy of the City’s General Plan. The purpose of this update (2020) is to comply with new State laws, revise outdated information, improve and clarify policy language, and make the General Plan more readable and user-friendly. The proposed General Plan Update does not include changes to the land use plan or sphere of influence. The Housing Element is being updated to the new more readable format, but the content is not proposed for any amendment.

Examples of issues to be addressed because of new state requirements include:

    • Circulation Element: updates to reflect Assembly Bill (AB) 1358 (Complete Streets), and SB 743, and CEQA Guidelines Section 15064.3 as they relate to active transportation and travel demand management (vehicle miles traveled, or “VMT”).

    • Air Quality & Climate Change Element: updates to include feasible mitigation to reduce GHG emissions.

    • Open Space & Conservation Element: updates to reflect State law related to Native American consultation.

    • Noise Element: updates for clarify and revisions to the City's goals for land use and noise compatibility which reflect current best practices.

ENVIRONMENTAL IMPACT REPORT (EIR)

An EIR will be prepared to cover the GPU.  The EIR will also address SB 743 (VMT) as it relates to active transportation and travel demand and the Global Warming Solutions Act (AB 32), passed by the State of California in 2006, which sets a goal to reduce Statewide emissions to 1990 levels by 2020. Under the Global Warming Solutions Act, the California Air Resources Board (CARB) developed a Climate Change Scoping Plan, encouraging local governments to adopt their own greenhouse gas emissions reduction goals. Following the passage of AB 32, Senate Bill 32 was passed expanding on the prior mandate and required California to reduce greenhouse gas emissions to 40 percent below 1990 levels by 2030. Based on the State’s adoption of a more aggressive standard, the City will inventory greenhouse gases on a citywide level and establish feasible measures that will help reduce greenhouse gas emissions and comply with recent legislation.

A Notice of Preparation (NOP) was posted on August 26, 2019 notifying that the City of Roseville intends to prepare a Draft Environmental Impact Report.  The NOP comment period commenced on September 24, 2019 at 5:00 p.m.  Please see the NOP notice for more information.

As outlined in the NOP, a Scoping Meeting was be held on September 17, 2019, from 2:00 p.m. -- 4:00 p.m. (Open House) in the Civic Center Meeting Rooms 1 & 2, 311 Vernon Street, Roseville, CA 95678.

Following the Scoping Meeting and the close of the NOP comment period, the City prepared a Draft Environmental Impact Report. A Notice of Availability (NOA) of the Draft Environmental Impact Report was posted on May, 8, 2020.  The NOA provides for a 45-day public review and comment period of the Draft EIR, beginning on May 8, 2020 and ends on June 22, 2020.

Written comments on the adequacy of the Draft Environmental Impact Report may be submitted in hard copy to Gina McColl, Planning Division, 311 Vernon Street, Roseville, CA 95678 or via e-mail at gmccoll@roseville.ca.us, and must be received no later than 5:00 pm on June 22, 2020.


SCHEDULE
The GPU includes the drafting of the updates to the General Plan, preparation of the EIR, and opportunities for public input (note: due to COVID-19 and current stay at home orders, public input is requested via email, letter, or as part of the public hearings listed below). The City Council is the approving authority for the GPU. The tentative schedule is provided below, which is subject to change. Please check back occasionally for updates.
